Spain Rolls Out Cross-Operator Deposit Caps And Player Portal
Spain’s gambling regulator has switched on a system that follows players across every licensed site they use, rather than letting each operator police its own limits in isolation. The DGOJ has paired the new joint deposit caps with a fresh Player Portal, giving account holders a single window onto their activity across the whole regulated market. It’s a structural change that’s already drawing comment from operators about what happens to spending that currently sits outside any one platform’s view.
What’s been released
Spain’s Directorate General for Gambling Regulation has introduced a single deposit cap that follows each player across every licensed online operator, set by default at €700 a day, €1,750 a week and €3,300 over four weeks.
The system is being tested now and becomes binding on 26 March 2027.
Spain’s consumer affairs ministry, which oversees the DGOJ, launched the cap last Wednesday and switched on a Player Portal at the same time, according to the regulator’s release dated 21 October.
The framework sits under
Royal Decree 520/2026, which enters into force on 25 March 2027, with all licensed online gambling operators required to complete integration before then
.
The proposal reached the Council of Ministers via the Ministry of Social Rights, Consumer Affairs and Agenda 2030, whose head, Pablo Bustinduy, had identified player protection as a regulatory priority of the legislature.
What’s changed
Until now, Spanish deposit limits were set per operator, so a customer with five accounts in effect had five separate allowances; the new model counts deposits per person, and once the combined total across all licensed sites reaches the cap, no operator may take a further deposit.
The DGOJ’s real-time tracking tool is what makes that possible, checking a player’s running total against the shared ceiling no matter which site they’re using.
Players aren’t locked into the default figures.
Standard ceilings apply unless the player changes them, any change to or removal of a limit takes effect only after three working days, and a player can raise the limit no more than once every three months.
The accompanying Player Portal will let users view their gambling activity across operators, manage limits and identify accounts registered in their name.
The reform has not gone unchallenged.
Trade body Jdigital has warned the change could funnel activity toward the largest operators, dulling competition
, and
citing DGOJ data showing roughly 80% of online players in Spain stick with a single operator, the association has questioned the scale of the problem the decree addresses, noting the multi-operator behaviour it targets touches a minority of the market
. iGamingToday reported the measure is particularly aimed at the sizeable minority of Spanish online gamblers who spread their play across more than one site.
Where it fits
UK players won’t see this specific tool arrive at their own sites, since it’s built on Spain’s own regulatory infrastructure and licensing conditions rather than anything the Gambling Commission currently mandates. But it’s a useful marker of where European regulators are heading on player protection: away from site-by-site limit-setting and towards systems that can see a customer’s whole footprint across the regulated market in one place. Spain’s Player Portal, in particular, mirrors the kind of consolidated account-management thinking that’s been floated in various forms across European markets as operators and regulators look for ways to flag risk before it becomes a problem rather than after. For UK readers used to GAMSTOP as the cross-operator tool of reference, it’s a reminder that other licensed markets are experimenting with different mechanics to solve a similar puzzle, this time built around deposit ceilings rather than self-exclusion.
